ITU Secretary-General, Deputy Secretary-General Elected today by Plenipotentiary Conference
ITU Members express overwhelming confidence in incumbents Touré and Zhao

Guadalajara, Mexico, 7 October 2010 — Member States of the International Telecommunication Union today elected Dr Hamadoun Touré of Mali as Secretary-General of ITU for a second four-year term. The election took place in Guadalajara, Mexico during the morning Plenary session of the 18th ITU Plenipotentiary Conference. Dr Touré won the position with 151 votes, with 157 countries present and voting. He contested the position unopposed.

Addressing the conference after the vote, Dr Touré told close to 1,500 conference participants from around the world that he will “put a special emphasis on broadband access as well as continuing to ensure that cybersecurity is high on everyone’s agenda.” Dr Touré has also pledged to ensure that small island developing states and land-locked countries get special attention.

ICTs and telecommunications are at the very heart of the Knowledge Societies we are now building, said Dr Touré. His dream, he said, is to ensure that every citizen on the planet can “connect to, use, create and share information, in a safe and affordable manner.” He will encourage more private sector involvement through public-private partnerships, both within ITU and in the field.

Dr Touré was first elected to the post of ITU Secretary-General by ITU’s 2006 Plenipotentiary Conference in Antalya, Turkey. Since taking office, he has placed particular emphasis on building trust and security in ICT networks, harnessing the power of ICTs to help mitigate climate change, strengthening ITU’s work in emergency communications, and fostering a global vision of ‘broadband inclusion for all’.

During the same morning Plenary session, Houlin Zhao of China was re-elected Deputy Secretary-General with 155 votes. No candidate was running against him. In his short address to delegates following his re-election, Mr Zhao thanked ITU Members and, in particular, the People’s Republic of China, for placing renewed confidence in him. He said he appreciated the full confidence and respect that the Secretary-General has shown him over the past four years, and promised to continue to do his utmost to assist the Secretary-General and maintain the excellent working relationship they already enjoy during his next four-year term, with a view to strengthening the ITU’s leading role in global ICT development.

The elections for the posts of Director of ITU’s Radiocommunication Bureau, Telecommunication Standardization Bureau and Telecommunication Development Bureau will begin in the afternoon of the 7th October, and are expected to be completed by close of business on Friday 8th October. In the following paragraphs you will find English information on the collaboration offered by Chile’s Amateur Radio communications for the rescue of trapped miners in the mine of San Jose, near Copiapo, Chile.

The world in the last two months has kept the expectation, the rescue of 33 miners trapped in the mine San Jose, near Copiapo, Chile.

According to information from the Radio Club de Chile (RCCH), support of amateur radio communication has enabled the authorities with emergency equipment inside the San Jose site, also with family and authorities in the city of Copiapo, assure Jose Maldonado, President of the Radio Amateurs of the Region of Atacama. Maldonado also told them it is usually beyond their radio broadcasts no other means of communication in place.

We also told them that … The group is working on site with three phones, while others are amateur radio in Copiapo, covering all needs in Senco, Samu, Fire, Police, the Administration and the Interior …

We do this gladly and hope that this has a happy ending. Maldonado concluded.

In the first minutes of the day October 13, various media throughout the world, reported various manifestations of joy in the families of the miners, rescuers, and government officials in Chile who were near the area where the sirens announced theend of the rise of the Phoenix 2 Capsule carrying Florencio Avalos, the first of the thirty-three miners who are still being rescued from the San Jose mine.

La XVIIe conférence triennale de l’IARU Région 2 est maintenant terminée et les délégués des 19 nations présentes ont maintenant pris le chemin du retour.

Les problèmes inhérents à la défense de la radioamateur, à sa promotion ainsi qu’à ceux plus régionaux ou locaux auxquels font face les sociétés membres, ont été discutés et des actions et des décisions furent prises dans l’intérêt de tous.

Un communiqué officiel devrait être émis d’ici quelques jours par le secrétariat de la Région 2 donnant des informations plus précises sur le travail accompli.

Le président de RadioAmateurs du Canada, Geoff Bawden, VE4BAW, et le vice président aux affaires internationales Daniel Lamoureux, VE2KA, se sont divisé la tache d’assister aux différents comités et un rapport complet devrait paraître dans un prochain TCA.

The XVII Triennial Conference of IARU Region 2 has now ended in Salinitas, El Salvador and the delegates of the 19 nations present are just now returning home.

Problems regarding the defence of Amateur Radio, its promotion as well as regional and local problems faced by Member Societies were discussed and some action decisions were taken in the interest of all.

An official communiqué should be issued by the Region 2 Secretariat in the next few days giving more precise information on the work done.

RAC President Bawden, VE4BAW, and RAC VPIA Lamoureux, VE2KA, have split the tasks of attending all the committee works and a full report should be in an upcoming TCA.

Lundi matin, les invités habituels ont prononcé les discours habituels pour ouvrir officiellement la XVIIe conférence triennale de l’IARU Région 2. Le surintendant des communications du gouvernement a surpris tout les participants lorsqu’à la fin de son discours il a annoncé que El Salvador allait signer l’amendement de l’entente de l’IARP. Cette nouvelle très important veux dire que les permis internationaux IARP et CEPT seront bientôt harmonisés et ne feront plus qu’un.

Ceci est le premier pas vers un permit radioamateur mondial ce qui fût longtemps le désir de l’IARU ainsi que la communauté radioamateur.

Un merci spécial au Club Radioaficionados de El Salvador (CRAS) pour leurs efforts couronnés de succès.

On Monday morning, the usual guests did the usual speaches to officially open the XVII IARU Region 2 Triennial Conference. The country Superintendant of Communications surprised everyone at the end of his speach by announcing that El Salvador had decided to sign the IARP agreement Amendment. This very significant news means that shortly the IARP and the CEPT Intenational Amateur licences will be harmonized and become one.

This is the first concrete step towards a worldwide international roaming permit that has long been wished for by the IARU as well as in the Amateur community.

Special thanks to the Club Radioafficionados de El Salvador (CRAS) for their fruitfull efforts.
